PERFORM
Piloting
COGS developed an outline framework identifying VCSIO high level outcomes. During 2004-5 we organised a series of consultation events across England with a wide range of VCSIOs, individuals and funding bodies.
Following the consultation, the draft PERFORM planning and assessment framework has been piloted by twelve infrastructure organisations in different parts of the country. In essence, the framework encourages VCSIOs to identify their specific outcomes within a range of ‘high level’ outcomes that relate to four core functions:

The piloting organisations are a mixture of national, regional and local, rural and urban organisations of various sizes supporting both specialist and generalist groups. The piloting process aimed to test out and contribute to the further development of PERFORM and explore:
- The extent to which the proposed high level outcomes are relevant and appropriate
- The accessibility of the framework and ease of use
- The value and usefulness of the framework as a planning and review process
- What else might need to be added to the content and
- The ways in which the outcomes can be evidenced.
